Project Manager Position Title: Project Manager – Location: Erbil, Iraq Supervisor: Head of Mission, Erbil, Iraq Contract period: 12 months Hours: Full time Date of Issue: April 2015, 15th Closing Date: May 2015, 15th Staring Date (indicative): June 2015

The Project Manager will be directly responsible of the implementation of the following project: PROJECT TITLE: Youth spring across ethnicities: a new social alliance to empower youth of minorities in North Iraq and KRG Ref: EuropeAid/133-097/C/ACT/IQ

Overall Objective: Improving Governance for Youth Empowerment among Iraqi Minorities Specific objective: Enabling cooperation among civil society, local communities and institutions in five towns of North Iraq and KRG to offer social and educational services to children and youth of minorities, with a strong focus on gender equality, favouring integration with non-minority youth.

MAJOR DUTIES AND RESPONSIBILITIES Setting up, planning, and supervising the implementation of the project activities in close co-operation with the key project staff and local partners; Monitoring the activities and the results achieved against the project indicators; Ensuring that all project reporting (internal and external) is completed in a timely and accurate manner; Planning the project expenditure and ensuring the compliance of expenditure of budgets with donor requirements; Liaising with local partners, the donors, and all relevant stakeholders;

Other Key Responsibilities: Plan and Strategize the continuation of the program; Supervise the production of timely and quality donor narrative and financial reports in co-ordination with headquarters and KRG Office-based staff; Monitor and supervise the timely and correct draft and editing of projects’ Cashbooks; Represent the organization and maintain fruitful relations with local institutions, international agencies, NGOs, Donors; Link the interventions with other sectors programs and relevant actors; Monitor donor priorities and strategies in the country; Participating to the relevant humanitarian coordination working groups and meetings; Promote the visibility of the organization; Performing any other task assigned by the HQ;

ESSENTIAL REQUIREMENTS: University degree Minimum of 5 years professional experience in humanitarian project management Excellent command of the project life cycle management with a special focus on administration and reporting actions Proven capacities to plan activities successfully targeting results and objectives Excellent knowledge of the guidelines set out by main donors (EU, UN etc.) Excellent oral and written English Working experience with local counterparts (CSOs, local NGOs, and others) Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines Proactive attitude Team working skills Excellent computer literacy skills

DESIDERABLE REQUIREMENTS: Academic studies (preferably graduation/master degree) in the field of international cooperation, project planning, international solidarity, human rights, gender related studies Knowledge of the Middle East context and relevant local actors. Knowledge of Arabic

OVERALL SCOPE OF WORK: The Head of mission will coordinate the project staff and ensure the efficient management overall the programmes, monitoring, reporting and evaluating the implemented activities . She/He will supervise the commitments of the organization towards all programs implemented by the Organization in Iraq.

Other Key Responsibilities

Plan, Strategize and supervise all the programs (Emergency, Cultural, Human Rights, Advocacy endeavors) carried out by the organization in KRG; Monitor programmes progress and quality in adherence with UPP and Donors’ standards including the identification of needs and gaps; Recruit and supervise human resources, including the development and evaluation of performance objectives, assessment of staff and training needs; Supervise the production of timely and quality donor narrative and financial reports in co-ordination with headquarters and KRG Office-based staff; Monitor and supervise the timely and correct draft and editing of projects’ Cashbooks; Monitor the overall financial and administrative management of the Office in Erbil; Represent the organization and maintain fruitful relations with local institutions; international agencies, NGOs, Donors, and link the interventions with other sectors and relevant actors; Monitor donor priorities and strategies in the country Participating to the relevant humanitarian coordination working groups and meetings; Promote the visibility of the organization Performing any other task assigned by the HQ Provide overall leadership to Local Offices in KRG Identity funding opportunities and elaborate programs and strategies in cooperation with the HQ
