Project Manager Libano

STARTING DATE: May 2015 DUTY STATION: Zahle, Lebanon DURATION: 6 months

ROLE, TASK AND RESPONSIBILITIES The Project Manager (PM) is in charge of the implementation and the supervision of the activities of the project ensuring qualitative and timely planning, implementation and monitoring/evaluation of INTERSOS activities in compliance with CFW SOPs, Sphere standards and good practices for ‘conditional cash transfers’ , code of conduct and ethical values chart. The PM is responsible for an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations. Specifically he/she is responsible to:

Develops and rolls out the project manual, including monitoring and reporting tools related to the CFW and public works, in close collaboration with CFW expert.

  • Establish and maintain excellent relationships with the 4 respective municipalities
  • Ensures the planning, implementation and monitoring/evaluation of the 5 sub-projects in 4 municipalities in the Bekaa Region and sets targets as included in the project description.
  • Guarantee an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations.
  • Team Management and provision of relevant capacity building and on-job coaching to the project team
  • Establish a monitoring system for the cash distribution mechanism used for CFW and ensure that the monitoring system permits the appropriate implementation, including quick response to changing circumstances and erroneous assumptions in the project design.
  • Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project
  • Deliver quality project activities reporting, including the findings in terms of impact/changes at the level of the households (workers) and community (public works) level achieved through the project.

JOB REQUIREMENTS

Minimum professional requirements:

  • Education: MA in social-economical sciences or related field
  • Minimum 3 years of relevant working experience in humanitarian project management with INGO, including direct financial management of project budget
  • Demonstrated direct experience in the implementation of conditional cash transfers in emergencies
  • Demonstrated experience in the supervision of public works projects at municipality level
  • Strong Experience in monitoring tools systems
  • Prior experience in working and dealing directly with local authorities (municipalities) in complex emergency setting, involving displacement

General context of the mission

INTERSOS is present in South Sudan since 2006, starting its operations in the country from Bor, Jonglei State. INTERSOS central office for South Sudan is based in Juba with several field bases in Jonglei State (Bor, Pibor, Lankien, Yuai, Waat and Akobo), in Western Equatoria State (Yambio) since 2009, in Upper Nile State (Malakal) since 2011 and Unity State (Bentiu). The main areas of intervention are Protection, in particular prevention and response to GBV and child protection in Upper Nile States and Jongley State, where INTERSOS is also GBV sub-cluster Focal Point and leading the GBV response in the State; Education, INTERSOS is one of the main partners of UNICEF in promoting education as a part of emergency response and leading the EiE Cluster in Jonglei, Unity and Upper Nile States, while acting as focal point agency in Jonglei for Education in Emergency interventions.; Shelter/NFIs, these activities involve the assessment and identification of new IDPs, mainly in the most hard-to-reach areas within Jonglei, Unity and Upper Nile States, emergency kit distribution, kit use monitoring and construction/rehabilitation of emergency shelter; WASH, mainly construction/rehabilitation of water facilities (e.g.: wells, pipe schemes), rehabilitation of latrines and sanitation/hygiene promotion.

The priority for INTERSOS in South Sudan is to be a relevant humanitarian actor with regard to the already massive and possibly increasing emergency and to do so the mission counts on about 20 international and 200 national staff.

Tasks and responsibilities

The general purpose of the post is to represent INTERSOS in the country and act in accordance with specific directions from and supervision of the Regional Director in Rome.

The HoM manages and coordinates the operations and human resources in the country and is responsible to: Establish and maintain relations with local institutions, donors, NGOs, international agencies and other stakeholders; Define country priorities based on context and needs analyses. Monitor donor intervention strategies and priorities in the country and evaluate, promote and elaborate new projects; Establish, guarantee and monitor government recognition procedures for the organization and the host country formalities; Plan mission activities and check their implementation; Check monthly mission expenditures and guarantee accordance with the financial planning; Ensure the respect of INTERSOS procedures for the procurement of goods, works and services (e.g.: forwarding all tender notices and results to the head quarter for publication on the organization’s website); Supervise, monitor and evaluate projects’ implementation also by periodic visits to areas of operation; Define the mission economic and financial planning, guaranteeing self-sufficiency and consistency of expenses; Assume responsibility for funds management of the mission (including bank accounts); Approve projects’ reports and intermediate and final financial reports and assume responsibility for the presentation to donors; Write monthly reports on country operations for the Regional Director; Apply all procedures defined by INTERSOS and donors.

Required profile/experience

At least 5 years of experience as HoM or other coordination and management position in humanitarian/development contexts Experience in implementation of activities funded by UN donors or ECHO Experience in people management and leadership skills Ability to take initiative and work autonomously Excellent oral and written communication skills Fluent English written and spoken Capacity to work in volatile security environment and to adapt to basic living conditions

Project Manager Protection South Sudan

ROLE, TASK AND RESPONSIBILITIES The Project Manager is in charge of the implementation and the supervision of the protection project in Jonglei State targeting the Internally Displaced People (IDP) in Akobo and Nyirol counties. The Project Manager is responsible to:

Supervise the provision of CP/Education assistance to the target population through a strong community-based approach.

  • Conduct GBV case management.
  • Conduct family reunification.
  • To facilitate the identification of human rights violations and protection risks, including poor access of persons with specific needs to basic services.
  • Establishment and running of Community-based Protection Networks.
  • Establishment and running of Women and child Friendly Spaces.
  • Promote the capacity-building of relevant protection actors (among the civil society, government authorities and community leaders).
  • Ensure regular coordination with protection clusters and relevant donors.

JOB REQUIREMENTS Advanced university degree in social sciences, law, or other related field; Minimum of 3 years of relevant work experience at national and international levels in protection/child protection; Knowledge of Italian Cooperation requirements Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security and program management; Ability to prepare concept papers and project proposals in accordance with the standards required by INTERSOS and donors. General context of the mission

INTERSOS has been present in Afghanistan since October 200, with its main office in Kabul and sub-offices in Jalalabad, Maimana, Kandahar and Lashkar Gah. Since then INTERSOS has been working on various aspects of the Afghan emergency, focusing on repatriation and returns, protection, water and sanitation, reconstruction, humanitarian demining, mine-risk education, and institutional building. Considering the lessons learned while working with IDPs, INTERSOS has reduced its presence in camps of Southern Afghanistan and refugee camps in Pakistan – handing-over management responsibilities at the appropriate time to governmental counterparts – while concentrating its presence in Faryab and Herat Provinces.

Currently, INTERSOS is present with three offices in Herat, Kabul and Maimana (Faryab province). Sectors of intervention in the last years were emergency relief, shelters and NFIs, WASH, DRR, Protection (in particular Child Protection). Priorities for INTERSOS in Afghanistan for 2015 are delivering assistance to the local population (including IDPs) affected by the conflict and natural disasters, continuing to support a sustainable reintegration of returning IDPs and refugees and exploring intervention in areas with increasing humanitarian needs.

Gender-Based Violence Project Manager

JOB REQUIREMENTS

University Degree in social sciences, social work, psychology or other related field (including law and human rights), At least two years’ work experience in humanitarian field as Project Manager and in relevant technical discipline (GBV prevention and response programming, Demonstrated project management skills (financial management, human resources management, monitoring and evaluation techniques etc); Strong training and capacity building skills, particularly using participatory techniques for training on different components of GBV programming; Previous experience conducting training in case management, caring for child survivors, psychosocial support, social component of clinical management of rape curriculum, GBVIMS, development of SOPs is desirable; Strong orientation towards evidence-based programming, with skills in monitoring and evaluation and conducting assessments desirable; English language skills required (fluent), Somali language skills (desirable), Excellent analytical, report writing and proposal writing skills and computer literate. High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, foreign government personnel, members of donor organizations, funders and policy makers.
