Program Manager/Livelihood Sector Coordinator CODE 17_2015 PM LSC MYAN LOCATION: Yangon, Myanmar, with frequent travels within the country CLOSING DATE: 03/04/2015 DURATION: 12 months

WORK CONTEXT Main focus of CESVI’s interventions in Myanmar is Community Empowerment with integrated actions on Health, Livelihood, Wash and Environment. CESVI’s volume of activities and operational capacity in Myanmar have been increasing in the last years, now reaching around 500.000 beneficiaries with a team of more than 300 staff. CESVI is currently working in two States (Northern Shan and Kachin) and four Regions (Magway, Sagaing, Mandalay and Yangon) with a total of 23 Townships and more than 1.000 villages covered. CESVI is operating from a main Country Office in Yangon, Area Offices in Pyin Oo Lwin and Magway and Field Offices in almost every Township.

CESVI is currently implementing a Livelihood program based on two main projects in the Country: Livelihood Program in the Dry Zone of Myanmar funded by the USAID in partnership with PACT, UN-Habitat and MSI. Project already started in October 2011, will last 5 years and it is a continuation of a Food Security programme Cesvi started in 2007 in Magway Township with funding from the EU. Activities focus mainly on agriculture and irrigation and in particular on formation of farmers extension groups for dissemination of appropriate improved technologies, educational program for farmers (Farmers field schools), set up of demonstration plots for soil and water conservation technologies, promotion of network of farmers specialized in seed production, support to small farmers for oil crop production, support for farmers for off season vegetable production. In Northern Shan, Cesvi is moreover implementing a Livelihood Security programme funded by LIFT and focusing on Agricultural production in support of small farmers, livestock revolving funds and off farm IGAs in support to landless, natural resource management and Nutrition promotion. At the same time Cesvi is continuously looking for new opportunities in order to expand its presence in the country in this sector.

JOB DESCRIPTION The collaboration will start in April/May 2015. It will last 12 months, renewable based on performance and program needs. The incumbent will be based mainly in Yangon with regular monitoring and supervision visits to the field offices in Mandalay, Magway Region and Northern Shan State. The PM/LSC will be responsible for: detailed planning and coordination of all project activities, with the support of the international administrator/logistician and national staff monitoring and supervision of the project activities consolidation (project identification – including field assessment – coordination with stakeholders) of Cesvi Livelihood Sector within the Country Business development for livelihood sector Relation and coordination with donors and partners

He/she will check and make sure the projects’ activities fulfil the scheduled objectives, especially: a) coordinating and monitoring the implementation of the activities b) ensuring that such activities meet with the Country regulations and the donor’s requirements c) ensuring that the specific project’s procedures are followed: Field Manual M&E Guidelines d) ensuring that the Organization’s procedures and regulations are accomplished (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual, Country Internal procedures)

He/She will support the Administrator/Logistician in all the administrative aspects of the project (accounting, budgeting, procurement, financial reporting), with special focus on the use of the accounting monitoring system.He/she will be responsible of all the documents of the project. He/She will keep an efficient organization of the offices and the staff, supported by Project Managers or Project Local Coordinators (PLCs) based in the main Area Offices. He/She will prepare, within the established deadlines, the project reports (activities review report, programmatic report, stock report, financial report) as requested by the donor and the Headquarters. He/She will recognize and report any necessary variation, extension or revision of the original project. He/She will identify and present new project proposals, guaranteeing missions to carry out feasibility surveys in the country or region, in accordance with the HQ and the CR. He/she will analyse the actual projects and strategies of other stakeholders (NGO and international organizations) within the same sector/geographical area, and he/she will participate in technical meeting and food security/livelihood clusters or other technical working groups. The PM/LSC reports directly to HQ’s Desk Officer, works under the coordination of the Country Representative (CR) and works in close collaboration with the other CESVI’s international and national staff in the Country.

ESSENTIAL REQUIREMENTS

  • Livelihood background with Master Degree in Agricultural Science/Agronomy/Livestock/Economy/Rural Development or equivalent.
  • At least 5 years field experience.
  • Proven experience in management of livelihood – rural development projects and/or programs (at least 5 years) in development context.
  • Proven tracks of success in project identification and in drafting proposal (at least 5 years), including direct negotiations.
  • Excellent leadership, management, teamwork & interpersonal skills.
  • Good coordination and communication skills within a wide range of stakeholders (Donors, IPs, partners, coordination agencies, clusters, INGOs).
  • Proven experience in financial planning and accounting.
  • Fluency in written and spoken English.
  • Strong computer skills including Microsoft Word, Excel, Outlook and Power Point.

DESIRABLE REQUIREMENTS Experience in M&E and reporting Attention to detail, ability to follow procedures, to meet deadlines and good organization of project’s data and documents. Knowledge and previous experience in the country and/or region (SEA). Familiarity with major Donors in the country (EU, USAID, LIFT).
