Project Manager Libano STARTING DATE: May 2015 DUTY STATION: Zahle, Lebanon DURATION: 6 months

ROLE, TASK AND RESPONSIBILITIES The Project Manager (PM) is in charge of the implementation and the supervision of the activities of the project ensuring qualitative and timely planning, implementation and monitoring/evaluation of INTERSOS activities in compliance with CFW SOPs, Sphere standards and good practices for ‘conditional cash transfers’ , code of conduct and ethical values chart. The PM is responsible for an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations. Specifically he/she is responsible to: Develops and rolls out the project manual, including monitoring and reporting tools related to the CFW and public works, in close collaboration with CFW expert. Establish and maintain excellent relationships with the 4 respective municipalities Ensures the planning, implementation and monitoring/evaluation of the 5 sub-projects in 4 municipalities in the Bekaa Region and sets targets as included in the project description. Guarantee an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations. Team Management and provision of relevant capacity building and on-job coaching to the project team Establish a monitoring system for the cash distribution mechanism used for CFW and ensure that the monitoring system permits the appropriate implementation, including quick response to changing circumstances and erroneous assumptions in the project design. Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project Deliver quality project activities reporting, including the findings in terms of impact/changes at the level of the households (workers) and community (public works) level achieved through the project.

JOB REQUIREMENTS Minimum professional requirements: Education: MA in social-economical sciences or related field Minimum 3 years of relevant working experience in humanitarian project management with INGO, including direct financial management of project budget Demonstrated direct experience in the implementation of conditional cash transfers in emergencies Demonstrated experience in the supervision of public works projects at municipality level Strong Experience in monitoring tools systems Prior experience in working and dealing directly with local authorities (municipalities) in complex emergency setting, involving displacement

Head of Mission (HoM) Location: Juba – South Sudan Reporting to: Regional Director Starting date: May 2015 Duration of contract: 1 year Dependents: No

General context of the mission INTERSOS is present in South Sudan since 2006, starting its operations in the country from Bor, Jonglei State. INTERSOS central office for South Sudan is based in Juba with several field bases in Jonglei State (Bor, Pibor, Lankien, Yuai, Waat and Akobo), in Western Equatoria State (Yambio) since 2009, in Upper Nile State (Malakal) since 2011 and Unity State (Bentiu). The main areas of intervention are Protection, in particular prevention and response to GBV and child protection in Upper Nile States and Jongley State, where INTERSOS is also GBV sub-cluster Focal Point and leading the GBV response in the State; Education, INTERSOS is one of the main partners of UNICEF in promoting education as a part of emergency response and leading the EiE Cluster in Jonglei, Unity and Upper Nile States, while acting as focal point agency in Jonglei for Education in Emergency interventions.; Shelter/NFIs, these activities involve the assessment and identification of new IDPs, mainly in the most hard-to-reach areas within Jonglei, Unity and Upper Nile States, emergency kit distribution, kit use monitoring and construction/rehabilitation of emergency shelter; WASH, mainly construction/rehabilitation of water facilities (e.g.: wells, pipe schemes), rehabilitation of latrines and sanitation/hygiene promotion. The priority for INTERSOS in South Sudan is to be a relevant humanitarian actor with regard to the already massive and possibly increasing emergency and to do so the mission counts on about 20 international and 200 national staff.

Monitor donor intervention strategies and priorities in the country and evaluate, promote and elaborate new projects; Establish, guarantee and monitor government recognition procedures for the organization and the host country formalities; Plan mission activities and check their implementation; Check monthly mission expenditures and guarantee accordance with the financial planning; Ensure the respect of INTERSOS procedures for the procurement of goods, works and services (e.g.: forwarding all tender notices and results to the head quarter for publication on the organization’s website); Supervise, monitor and evaluate projects’ implementation also by periodic visits to areas of operation; Define the mission economic and financial planning, guaranteeing self-sufficiency and consistency of expenses; Assume responsibility for funds management of the mission (including bank accounts); Approve projects’ reports and intermediate and final financial reports and assume responsibility for the presentation to donors; Write monthly reports on country operations for the Regional Director; Apply all procedures defined by INTERSOS and donors.

General context of the mission INTERSOS has been present in Afghanistan since October 200, with its main office in Kabul and sub-offices in Jalalabad, Maimana, Kandahar and Lashkar Gah. Since then INTERSOS has been working on various aspects of the Afghan emergency, focusing on repatriation and returns, protection, water and sanitation, reconstruction, humanitarian demining, mine-risk education, and institutional building. Considering the lessons learned while working with IDPs, INTERSOS has reduced its presence in camps of Southern Afghanistan and refugee camps in Pakistan – handing-over management responsibilities at the appropriate time to governmental counterparts – while concentrating its presence in Faryab and Herat Provinces. Currently, INTERSOS is present with three offices in Herat, Kabul and Maimana (Faryab province). Sectors of intervention in the last years were emergency relief, shelters and NFIs, WASH, DRR, Protection (in particular Child Protection). Priorities for INTERSOS in Afghanistan for 2015 are delivering assistance to the local population (including IDPs) affected by the conflict and natural disasters, continuing to support a sustainable reintegration of returning IDPs and refugees and exploring intervention in areas with increasing humanitarian needs.

Head of Mission – Democratic Republic of Congo

2. General context of the mission

For years, INTERSOS has studied and evaluated the possibility of intervening in the DRC to provide assistance to a population which is affected by armed conflicts. As a result of several assessments and information gathering the organization decided to enter the North Eastern part of the country. INTERSOS’ first commitment started in the area around Doruma (Haut-UĂ©lĂ© district, in the Province Orientale) at the end of 2010 with a protection project funded by UNHCR. The main problem in this region is a consequence of violence (abduction, looting, blackmailing, physical harm
) committed by armed groups or individuals in general, and by the LRA (Lord’s Resistance Army) in particular causing repeatedly population movements. Other main armed groups or militia are currently devastating the Oriental province forcing thousands of people to flee their villages. Within the last four years we have been able to enlarge our commitment in the North Eastern province of the DRC in terms of areas and sectors of intervention. Since February 2013, the organization entered the Southern provincial district of Ituri, and since January 2015 the Western district of Tshopo. Beyond protection (protection monitoring, Sexual Gender Based Violence – SGBV, peaceful co-existence) – INTERSOS is key protection partner for the whole province since 2013 in terms of protection monitoring activities – INTERSOS carries out activities in education in emergencies (rehabilitation/construction of schools, capacity building of educational stakeholders, school reintegration of children of armed violence and returned teachers), in logistics (rehabilitation of bridges), and since 2014 in food security & livelihood (food distribution through commodity vouchers, agricultural activities through working group approach). All commitment aims at providing basic assistance to survivors of violence committed by armed identified or non-identified, indigenous or exogenous groups. INTERSOS is currently concentrating its efforts in the Dungu, Faradje, Niangara Territories (Haut-Uele district), in the Bondo and Ango Territories (Bas-Uele district), in all territories of the Ituri district by having a large presence in the crisis area of South Irumu, and finally in the Bajwasende territory (Tshopo district). It is planed within the next two years to start running programme activities even in the North Kivu province which remains besides Katanga province the hot spot of humanitarian action in the DRC. The programme coordination is done from the main office in Bunia (Ituri district) and through field offices in Ango (Ango territory) and Dungu (Dungu territory).

2. General context of the mission

INTERSOS has been working in Lebanon since the 2006 till 2011, in support of the conflict affected population/community. INTERSOS has re-opened its mission in January 2013 in the framework of support to the Syrian refugees and hosting communities in Lebanon.

At present INTERSOS in Lebanon counts on 12 international and 190 national staff and has 3 bases for 3 intervention areas: South area, office in Sour (Tyre) Mount Lebanon area, office in Beirut (also functions as central office for the mission) Bekaa’ area, office in Zahla

INTERSOS’ current program and future strategy in Lebanon engages in the following sectors: full protection package, WASH, Community Services, NFI&e-cards distribution, social cohesion and stabilization activities. The donors portfolio includes UNICEF, UNHCR, OCHA/ERF, WFP, Italian Cooperation and UNFPA.
